Keene's early career was at Electronic Data Systems (EDS), where she served as Regional Vice President for the Global Telecommunications Business. At EDS, Keene was responsible for developing the Tier II Interexchange Carrier Market Segment and was involved in sales, marketing, P&L management, and human resource functions.

Keene then moved to American Management Systems (AMS), where she was a Senior Vice President & Managing Executive Director.
